The Dorchester County Council covered a wide range of business at its November 18 meeting, including plans for new AED safe stations at several athletic complexes, lease extensions and capital improvements for two community nonprofits, an update to county electrical standards, and support for state and federal grant applications related to firefighter health screenings and road work near Blackwater National Wildlife Refuge.
AED Safe Stations Planned for Parks
Dorchester County will move forward with an effort to place publicly accessible AED safe stations at several of the county’s busiest athletic complexes. The proposal calls for wall-mounted or tower-mounted cabinets that are heated, ventilated, and equipped with lighting and alarms. When a cabinet is opened, the unit will automatically alert the 911 center and transmit still images to dispatch so that responders can see whether the device is being used in an emergency or tampered with. Staff outlined plans for three initial locations: the Hurlock Athletic Complex, the School Street Athletic Complex, and Christ Rock Park.
Some units can be mounted on existing concrete dugouts or nearby structures to save installation costs, but other sites, particularly Christ Rock, will require new electrical service. Because the devices cannot connect to the county’s current AED monitoring network, each device will need a dedicated hotspot to send status information. County EMS and parks staff said they expect to check the units monthly and hope eventually to expand the program to additional parks, ballfields, and remote areas where medical response times are longer. The council agreed to send the project out for a request for proposals.
Two Nonprofit Leases Extended
The council approved a two-year extension for the Boys and Girls Club at its Leonard’s Lane building in Cambridge. The lease carries no rent and includes 30,000 dollars in county-funded capital improvements for the site. The agreement also contains options for two additional two-year extensions, subject to renegotiation of rent and capital items at that time. A second renewal was granted to Shore Up for its property on Fairmount Avenue. That lease runs for five years at a rent of one dollar and includes $28,000 in improvements. Both public hearings drew no comments from the audience, and both measures passed by unanimous roll call. County staff said the improvements are needed to keep the buildings in usable condition.
Cancer Screening Grant Supported
The council backed a $37,500 grant application to provide cancer screening tests to about 100 high-risk firefighters and EMS personnel in the county. The program, administered through the Maryland Department of Health, would carry no county match and would run through June 2026. County officials said the screenings would be coordinated with the Dorchester County Firefighters Association. They said it is important to encourage volunteer and career members to participate once the grant is awarded. The measure passed without objection.
Road Work Grant Request Moves Forward
A $250,000 federal grant request was advanced for improvements to Harrisville Road near the Blackwater National Wildlife Refuge. The application is being submitted through the Eastern Shore Federal Lands Access Program and involves no direct county match beyond in-kind labor and materials. The project would include ditch and culvert cleaning, subgrade work, and resurfacing of a portion of the road that serves as an access route to the refuge. Commissioners said the improvements would benefit both residents and visitors and approved the submission by unanimous vote.
Electrical Code Update
Commissioners voted to adopt the 2023 edition of the National Electrical Code, updating the county’s electrical standards to match the most recent guidelines published by the National Fire Protection Association. The change will keep permitting and inspection practices consistent with state and industry benchmarks. No members of the public spoke on the issue, and commissioners offered no amendments before voting unanimously in favor.
